Fare evasion is a risk that all public transit agencies have to manage to limit revenue loss and reduce the need to increase transit fares. This Featured Audit, highlights how the Auditor General for the City of Toronto used direct observations and other audit methods to better estimate the rates and financial impact of fare evasion on Toronto Transit Commission’s buses, streetcars, and subway. The audit also identified areas in need of improvement and made recommendations that will help the Toronto Transit Commission reduce the incidence and impact of fare evasion on operations.
